What do you mean by "by label"? What do you expect a velocity chart to actually do with a label or label field?

My superior would like to see Velocity report by label that they put based on NIST Framework (Identity, Detect, Protect, Response, and Recovery).
So they could foresee what areas that need improvement in terms of effectiveness if those epics by label are still pending not completed yet.
Please advise similar report that could be identified by label.

Sorry for the delay, I did post an answer but it disappeared (I'm guessing I hit a wrong button)
Reports in Jira are generally done either by looking at a selected list of issues defined by a filter, or by setting options in the report or gadgets settings.
For your case, I would start by creating a filter (search for the issues, then use "save as filter" at the top of the screen) that returns what you are interested in - the issues with a label on it. In theory, you could go with just "label = x", but I suspect you might want a range of labels, only epics, so I think you're more likely to end up with "label in (x, y, z) and issuetype = Epic"
So, on to the report you want. You say "velocity report" but those are probably not really what you mean. A velocity report reports on a sprint, not a selection of issues. Velocity is only measured by sprints, it's not useful outside the sprints. On top of that, Epics are not usually items that go into a sprint. They do not get worked on directly, people work on the stories that make up the Epic. So "velocity" for an Epic is usually nonsense.
So I suspect you're actually looking for something else.
But, if you really do think a velocity chart might be useful when looking at totally the wrong things, you can do it (please don't call it a velocity chart in front of other people though, it really isn't one, come up with a better name!).
I do not think it will be of any use to you though, as burn down only happens when a story (Epic in this case) is finished.
To do it: As above, define and save a filter. Velocity charts work off sprints, and you get to them by looking at the board the sprint is on. So, create a new board, using your saved filter as the basis. Define a sprint and start it. I think you might want to have a very very long sprint for this report, but Jira will let you do things like sprints that last a year, so use it. Once the sprint has been started, you'll get your "velocity report by label" by clicking on the report option
