As @Clark Everson has already pointed out, you need an integration application in order to get this done. This isn't a native function. For our servicenow integration it was developed in-house. Alternatively you could purchase an app from MarketPlace: https://marketplace.atlassian.com/search?query=servicenow

 

You can find several but as you're on Cloud I would recommend only consider those that have Cloud Security Participant tags.
