I want swimlanes based on categories of Work Item type labels, for example:

BusinessDriver

Risk&Regulatory

Modernization

To create swimlanes based on Work Item type labels such as BusinessDriver, Risk&Regulatory, and Modernization, you can use the Queries swimlane option in the Board Settings menu. You can create a swimlane by defining a JQL query that includes the desired Work Item type labels. For example, to create a swimlane for BusinessDriver, you can define a JQL query as "labels = BusinessDriver". Similarly, you can create swimlanes for Risk&Regulatory and Modernization by defining JQL queries that include their respective labels.

Adding to this, it is not possible to create swimlanes dynamically based on whatever Label values are present. You will have to define explicit JQL queries for each value for each swimlane you want to create.
