How to create release versions for a business project?

I inherited a project when I started a new job from the previous QA engineer used for test case management.  It's a business type project.  There are other release versions from before I had started, but I'm not able to add more release versions. My plan is to add a release version for each release.  Under that release, I can add test cycles for each feature that will be part of that release then add folders of test cases under each test cycle.  However, I can not add new release versions.  I can only "Manage versions" of the previous releases.  How do I enable adding new versions for this project?
