I've utilized the Workload Pie Chart with Time Spent vs Components. The "Other" slice of the pie doesn't allow me to view what makes up the "Other" value. Thus, I'm looking to create a table (report) of Time Spent for each Component.

JXL is a full-fledged spreadsheet/table view for your issues that allows viewing, inline-editing, sorting, and filtering by all your issue fields - including your time tracking columns - much like you’d do in e.g. Excel or Google Sheets. It also comes with a range of advanced features, including support for (configurable) issue hierarchies, issue grouping by any issue field(s), sum-ups, or conditional formatting.
With these, you can build a view like e.g. this in just a couple of clicks:
This is really just one of a virtually endless number of possible views and reports; you can also view and group by any other issue fields, configure different sum-up styles, etc. etc.

You can use Jira Rest API's to pull this data and build on your own custom solution. Or if you would be interested in a mktplace app , take a look at
Worklogs Time Tracking & Timesheets
You can easily view time entries for multiple issues day wise grouped by in a single view. The app allows to filter/Categorize/Group your worklogs data and a timesheet view too to track individual time spent. And what's more it can be easily added as a dashboard gadget

If you are down to try the plugin which can cover problems with time tracking, I can recommend you ActivityTimeline.
In your case, if you want to view what makes up the "Other" value, you can generate detailed timesheet. This view is designed to offer a granular level of detail, making it an invaluable tool for project managers, team leads, and individual users who need in-depth insights into time spent and productivity.
By clicking on the Columns button located at the top right corner of the view, you can add Jira Custom Fields to your report. You can also rearrange the columns to suit your preferences. Simply drag and drop the columns to create a layout that best fits your workflow.

If you don't mind using a third-party app from the Marketplace, then on behalf of SolDevelo development team, I would like to recommend our app called "Worklogs – Time Tracking and Time Reports".
Worklogs allows you to precisely filter the company’s logged work with a wide range of filters such as users, issues, projects, issue types, labels and more. Additionally, you can display the data for a specific date range with a breakdown by day, week, month or year.
Of course, Worklogs also offers a visual way of viewing and presenting its reports in a form of Pie and Bar chart:
Our charts support up to 10 items at once. Additionally, the “Other” value groups data that you filter in the app that do not exceed a 1% share of total time for a given report.
It's also worth noting that the app uses Jira's native time tracking and time logs, meaning that any time tracked previously with this method before its installation will be present in Worklogs.

You might consider using time-tracking apps that in most cases have a customizable report of tracked time on issues.
I can recommend our Clockwork Automated Time Tracking & Timesheets Pro, or Free app which offers you the possibility to review timesheets and create reports that can be configured in various ways using break-down and filtering options.
Using timesheets, you can create a report and filter/breakdown it based on several options including, projects, issue types, issues labels, or other components. You can choose a range for a whole year and break down the data by chosen fields. This information can be also exported to Excel files.
