By using the Web services in java how can we create a framework which can generate the report for the number of open Jira’s and send an email to the associates including the manager regarding the open Jira’s.

Run a search for the open Jira issues you want to report on.  Save it, then subscribe the manager to it.  They'll get a list sent to them with the summaries and a count of results.

Should I run the search for the open Jira's through an API??

You can, but you will then have to get the results and build your own email.

My answer was a way to achieve your email listing by using functions built into Jira so you don't have to write anything.  The search is a standard function, and once you've saved a search as a "filter", you can use the "subscribe" option to get your email.  No API needed.

But, yes, if you want to run searches internally, you can use the Java API when writing your App, and if you want to do it externally, you should use the REST API.
