Everything I find on google is where people are trying to change the fields on the next screen. But I'd like to customize this one:
I want to give users explanations on the various issue types and help them pick the right one before they proceed to the create issue form screen.
Can I do that?

The short answer is you probably can't. But first, how did you get to this screen? Exact steps please.
It's the "Create" landing page. If you ctrl+click the "Create" button, or go to
https://foo.com/secure/CreateIssue!default.jspa
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
You should be able to change the Create screen to add fields.
