We are a marketing company that uses a workflow as follows:
Quote/To Do/In Progress/Done
Generally when we start a job first step is to send a quote to the customer and we create an issue in "Quote" column. When the customer accepts the quote we transition that issue to "To Do" and so on. However in some cases (pre-agreed jobs, routine tasks etc.) issue doesn't require a quote and in such cases we want to be able create it directly in "To Do" column. Is there a way to be able create an issue in both columns?

have you access to the button "Create" on the topbar ? If it's the case do you have this option to select your status ?
If you don't have this option, go through Global settings -> General configuration -> Options and enable "Select status while creating an issue"
Note that if the above option is enabled, then the Status selection in the Create dialog will show all statuses in the workflow that have incoming Global transitions, meaning Statuses where an issue in any status can be transitioned to the chosen status.
