You can track Impediments as additional issues in your Jira project and link those issues to the stories/tasks that they are impeding. However there is no native functionality in Jira that will do anything extra with the impeded issue based on that.
Can you provide more information about what problem you are trying to solve, and then we can provide more specific guidance?
