I have Managed Teams Project in JIRA. On Create, the "Restrict To" field is displayed for editing and I can not hide it. How do I hide this field?

That field will be available to any user that has a Project Role that includes the Restrict Any Issue permission.
I have confirmed that if you disabled that permission then the user would not see that field.
You can't modify the permissions of the default roles created by Jira (Administrator, Member, Viewer). If you need to remove the option you would need to create new roles that don't include that permission, and assign the users to the new roles.
