How i can access issue values with REST API? With only user Token? Or i can use general Token?

Each user needs to generate their API key. This can be done, when going to Settings > Manage Account > Security > API keys > Generate a new key.
As for the API reference, you can use: /rest/api/3/field path with the GET method.
