Each new project we make, requires us to go through 3 extra click steps to assign the "default notification scheme" to it, so that email notifications are sent.
Is there a way to make all new projects have that scheme assigned to it, by default, when we create them?
Unfortunately, this is the default behavior. Everytime you create a project it will not be associated to any notification schemes unless you manually access the project and associate it yourself.
There is an improvement request being tracked at JRA-28210. I suggest you add yourself as a watcher to be notified of future updates.
