Natively this is not possible so you will need to look into an add-on to accomplish this.
We had the following feature request to add Cloning with linked issues feature specifically in but was closed out as a "Won't do" for the reasons discussed in the request:
The recommendation on this request is to use the marketplace app called Deep Clone for Jira that includes this as a feature for Jira Cloud.
Also, as the above request was closed out Continued interest in expanding the cloning issue feature set is being tracked in the following Feature request as an overall effort to expand many different options in cloning issues which as discussed on the request is on the long term roadmap. This request would also include cloning of linked issues once this does move to the short term roadmap, I would recommend adding a vote to the request to help us track continued interest for prioritization efforts:
As noted on the request a Related Issue is currently being worked on that is currently blocking the ability to create an issue with linked issues, once the ability to create an issue with links is addressed this feature would be able to be expanded into the cloning process as cloning is effectively a method of issue creation.
