How do i assign issues to other users

It doesn't seem my Jira instance is preset to allow for assigning multiple users. This may be a permissions issue but I've made all users assignable and given all users the ability to assign. Is something else needed?

Ah. Jira doesn't do assign-to-many. The assignee is a single user, end of story.

There are workarounds. My usual one is to create dummy users, with an email address that resolves to a distribution list (done on the email server side, not in Jira). You can define groups an dput them into "Group assignee" custom field(s), or define multi-user-picker custom fields, but both of those are custom fields, so they don't actually DO anything in the same way assignee does.
