Is there a way to undelete a ticket in Cloud Jira?
Right now we only allow project admins to delete tickets. This is driving complaints from engineering teams who want to remove/delete tickets if needed (specifically sub-tasks). We restrict deletion due to concerns of accidental deletion, and inability to recover from such.

Sadly no. Once gone, it cannot be restored.
Only way to restore is from a backup or a third party app as mentioned here:

You can't. There are some plugins that track deletions and allow restoring them, but the plugin must be installed before the deletion.
Frankly, if your team wants to delete lots of tickets there is a problem.

Unfortunately, as it has already been mentioned, it's not.
However, if you have a backup of your Jira data, you can restore it when needed, without the scare of accidental deletion or data loss. Third-party backup tools, like GitProtect backup and Disaster Recovery software, can help with building a reliable backup strategy - automated scheduled backups, easy backup monitoring, full data coverage, restore, and DR capabilities, like granular or full data restore, restore to the same or a new account, etc.
