A ticket's contents are supposed to be private and I need to be able to restrict access to certain users. Just the ticket, not the project. How would I do this? Thanks!

in order to restrict specific issues within a project you need to setup Issue Security. Please take a look to the following article https://support.atlassian.com/jira-cloud-administration/docs/configure-issue-security-schemes/
