It seems there is a technical error when a task needs to be deleted. Say the incorrect project was chosen at start of task, I need to resolve it with "Won't do" and then make a new task, but I would prefer to just delete the wrong task - or even better, be able to switch teh underlying project of the task.
It's difficult to see because your screenshot is cropped so much I can't see the full error. However I think that your lexoranking in Jira has some kind of corrupted data, and that would explain why you can't delete issues.

Simply hit the "..." in the top right of the issue and select the delete or move option.

As you were offered the delete option, yes, permissions are fine.
That error is to do with the ranking being broken. If possible, re-index the project the issue is in, and run the integrity checker too.
