How do I prevent Portfolio from adding issues to my release?

Question

When I create a release in a project and then assign issues to it in Portfolio, Portfolio adds other issues into the release as well.  I thought it would use the Later release for all issues not assigned to a specific release but I keep finding issues unrelated to my releases in my releases.  How can I stop that behavior?

NOT an answer, sorry for the chain BUT this is also an issue for us since we are having trouble defining what releases are in our instance, and they end up being automatically assigned to the wrong ones already in the Portfolio.
