How do I make a project visible on the dashboard also visible in the Create Issue dropdown?

It's all in the title - I need to know how to make a project visible on the dashboard also visible in the Create Issue dropdown.

I can visit issues from the dashboard, but can't add issues to them.

I only have On Demand and the steps from the page you've linked to don't seem to match what I'm seeing in the UI.

Are you sure the documentation is in sync with the application?
