I got a task to move a JIRA Server to Cloud. It has a number of plugins installed, but in that company nobody knows whether these plugins are actually in use.
How can I find it out? In particular, ScriptRunner, Structure and Portfolio.

Thank you for your question.
I can confirm that ScriptRunner for Jira Server contains the Script Registry feature as documented here which shows where scripts are used inside an instance.
I am not familiar with Portfolio or Structure but notice from their documentation pages linked below that they both contain an export feature and by exporting the configuration for these plugins then you may be able to identify where the plugins are used.

For Structure, usage statistics are located at Administration | Structure | Support | Anonymous Usage Statistics (at the very bottom of the page) | View Current Statistics.
However, the recorded statistics show data from the past 30 days only.

If no documentation exists...shame on your Admin. You will have to do some leg work and research each addon and its use case...then identify where those use cases are implemented in your instance.
Portfolio is an easy one as its an addon with its own space in Jira that interfaces with all the projects running in your instance.
Script Runner will be where most of your work lies as it can be implmented in a vast array of places...you may be able to reach out to the vendor and see if they could provide you with a method to trace their application within your instance.
I am not familiar with Structure, but it looks like it is implemented just like Portfolio

Just an additional suggestion beside what has been said by Shawn.
For script runner, based on the number of active workflows that you have, you can export the workflows as xml file and search for "scriptrunner" string in the xml file, rather that just verifying every transition one by one.
You can also search for script listeners and script fields, and also Services to figure out if there is something done by script runner
