How do I get charged for integrating my application with JIRA and fetching data from it?

We intend to make requests from our software application to JIRA and receive response through their Open APIs.

What are the charges?

And where does it get billed? On my application OR on my JIRA account?

To answer your specific questions- 

 

What are the charges?

- There are no charges for using the JIRA REST APIs. You can get started by going through the documentation - https://developer.atlassian.com/cloud/jira/platform/getting-started-with-connect/

And where does it get billed? On my application OR on my JIRA account?

- The billing is your Jira instance . REST APIs is an inbuilt feature which is not charged.
