How do I get Jira notifications when I submit a ticket?  I have had tickets closed out because I am not responding to notifications.  But I don't receive any notifications.  I need to know how to set it up to get notifications from JIRA.

As @Radek Dostál when he said 'when another user makes changes' means most Jira setups do not send a notification when the user creates or makes other changes.

Inform the project/service desk where you are not getting notification from about it, because that is the first place to look for.

You as a user don't configure it, you should get notifications automatically when another user makes changes to the issue or adds a comment.

Therefore either, the project is misconfigured, or Jira is not sending any notifications at all.

Also if this is an on-premise instance (not cloud, i.e. *.atlassian.net), Jira admins can hopefully figure out whether an email was sent to you or not, there are logs for this purpose. If Jira is confirmed to have sent you notifications that you still have not got, and you did not filter them out from your inbox, then that's the difficult process of going step by step from Jira, to smtp server (or a mail relay service between them), to your mail provider, to figure out where the email was dropped.

But as a rule of a thumb, it almost always is a problem somewhere in Jira, most probably the project is just misconfigured.
