Someone created a number of issues that duplicated issues already created an in use. They were deactivated and cannot be changed however I want to remove the newly created issues/stories from the backlog, Jira all together so no one can even view them.

The ability to delete issues is managed through the Permission Scheme associated with the project.
Because the deletion of issues is permanent, immediate, and cannot be undone, the permission is often restricted only to Jira Administrators.
If you have the permission, then you would see a Delete option when you click on the Actions (...) button when viewing an individual issue.
If you don't have the permission you would need to contact your Project Administrator and possibly your Jira Administrators to request the permission or request the specific issues be deleted.
