How do I create a default Cloud Permissions Scheme that is automatically open to everyone in a group

I'm working in Jira for PM Cloud. When I set up new projects, even I as the administrator (already added to the respective group), can't make changes to the Trello board. Perhaps this is due to a Legacy issue with the Cloud platform?

To date I've worked around this by enabling the "Administrator" and "Group: {Name of Group}" permissions and creating unique Permission Schemes attached to each project. But to make it scalable, I'm looking for an automatic way to set Global permissions so that everyone on any project can see what's going on in any project they're connected with, or automatically set up a change to the group name for every type of action category and create a new customized Permission Scheme for each project.

Any ideas?
