How do I comment on a closed ticket without reopening it?

I have Jira configued so that it can be edited when it is closed. This works great, with one exception. Whenever a user with Reopen privileges comments on a closed ticket, the ticket is auotmatically reopened. I've dug though all of our steps and transitions, and I can't find anything specific to commenting, and I've not found any indication that I can add "comment" can have any specific behaviors associtated with it.

How do I configure Jira so that users with reopen privileges can comment on a closed ticket without reopening it?

By default, the issue is not reopened when you comment on it.

You are probably using a listener for that (I think the JIRA Toolkit Plugin) have this feature. Could you check it?
