I am trying to configure a board although the board admin has left and there is no way to get a permission to configure the board. (I am an admin for the project)

Your Jira Admin can add you as Admin to the Board. Jira Admin/Existing Board Admins can help you with this access. Project Admin permission will not be sufficient to do that.
If you would like to Change the ownership of the Board, it need to done by Jira Admin.

Hi @Risa Kusunoki ~ being an admin of the project does not necessarily mean you are an admin for a board for that project. You need to be added as an admin for that board, which only an existing board admin or the Jira system admin can grant. If you ARE an admin for the board, simply hover over the Administrators field in the Board > Config screen and a pencil icon should appear as shown below. Just click that to add another board admin. If you are a Jira Administrator, you should be able to configure the board. Go to the board, click on the 3 dots in the upper right and choose configure board (or board settings).

Just to clarify for any future visitors, this is incorrect, project admin is not tied to any board or filter, so it does not apply, pinky's answer is the right one.

Apologies - meant to say Jira Administrator. Will correct the answer. And just for clarity, the Project Administrator can create boards on a project, and thereby will become a Board Administrator for that board.
