How do I allow users to assign tickets to themselves but not others?

Basically I want to be able to restrict a specific group of users from assigning tickets to other users, but still allow the users to assign tickets to themselves. 

I removed them from the permission Assign Issues Ability to assign issues to other people however this also restricts them from being able to assign it to themselves. 

Other then setting a Transition Rule is there a way i can allow users to assign only to themselves but not other users?

There may be a plugin, but you can't do it out of the box. You don't trust them to just assign issues to themselves?  A couple of days off without pay should fix that training issue.
