How do I add someone as a site admin in JIRA?

I tried to add a person as administrator but it says the person has to be a site admin.

How do I make him one?

You just need to add them to the group site-admins.

The Add Members button on the site-admins page is grayed out - when I hover over the Add members button, I get the following notification:

You can't add members to this group because this site is linked to an organization.

I get the same notification when I attempt to remove an existing Site Admin user.

What do I do to add/remove user from the Site Admin role?

I would recommend that you reach out directly to the Cloud Support team for this issue.

They can take a look at your account directly and let you know what you need to do.
