How do I add other people to be watchers in a Jira ticket?

Are there any limitations on where I am not able it add other people to be watches in a JIRA ticket?

Your permission scheme for the project needs to allow you to "maintain watchers"

Once you have that permission, you can add anyone you want as a watcher.

Click the number next to watchers to add people (manage watch list) on JIRA tickets.

You need the Manage Watch List and possibly the View Voters and Watchers permission to be able to add watchers to a ticket.
