How do I add assignees to a story?

I am creating a story now. I would like to assign it to a specific person who already has a JIRA account, but when I search their name, it does not appear. How can I allow them to be assigned to a story. Does this need to be done by an administrator?

To be an assignee, the person has to match the permission rule that says "can be assigned an issue".  The project header should tell you who can be an assignee, and in most cases, a project admin can probably get them added to the project for you.
