I want the ability to email from an issue to a individual within our company. I am having difficulty in setting up this feature. When I establish the email I see an error stating
There isn't any outgoing connection available marked as default

I'm a member of the Email This Issue support team at META-INF and I'd be glad to assist you with this question.
While on Email This Issue for Jira Data Center instances, users have the option to use the Outgoing connection of Jira for sending emails, that is unfortunately not an available feature on Email This Issue for Jira Cloud. For Email sending with the app on Cloud, a working Outgoing Email Connection configuration is required.
I would recommend to look into configuring an OAuth connection for the application.

I expect you are using the app Email This Issue.
In the Administration section of the app, check the section outgoing mail connections, is there a connection specified and set as default?
If not there is you issue.

If you want Email This Issue to sent out emails, you have to create one.
Other question, you want to sent an internal email, why use Email This Issue.
Can't you use an automation rule based on an action on an issue with specific conditions and then sent an email to a specific user?

Then you need configure an outgoing email connection in Email This Issue, see the documentation of Email This Issue to set this up
