I've read HIPAA implementation guide and found this:
Ensure that all third-party applications integrated with Jira and Confluence Cloud are running in a HIPAA-compliant manner
The BAA covers only the corresponding Atlassian products
Is this BAA mentioned in #1 with Atlassian or with the Vendor ? I've checked info for our installed Apps and couldn't find any HIPAA info on their sites.

The BAA mentioned in the article is with Atlassian only.
It is mentioned directly above the citation you shared:
You will likely need to use the Contact Vendor information available for each of your apps to contact the app vendors directly to ask about their HIPPA compliance.

I see that all aps have a sticker like below, for few apps I have it's hard to reach them, others routinely bounce me back to Jira.

The "Cloud Fortified" logo does not mean the are HIPPA compliant.
Each app listing in the Atlassian Marketplace will have a "Support" tab that includes methods to contact the vendor, of the provide support for the app. In some cases the may direct you to their own Jira instance to open a support request. Others may provide an email.

I will try to confirm, from my prev experience they always try to send me back to Jira.
Anybody ever work with life Jira Rep? Looks like everything is done there via some apps.
