As @Tessa Tuteleers points out you can do a full backup and you can get a copy of all the attachments, but you won't know to which project or issues they belonged too.
Alternatively you can use our backup & restore app, to not only secure all your data but also get analytics on attachments i.e. if you are looking for specific attachments in a project or a specific issue, you want to sort by size, type etc..
