How can we get Tempo plugin enabled?

We are currently evaluating the on-demand version of JIRA and we have heared the Tempo is good for time entries. If I try to request a feature using the Administration section of our trial, i get the following message:

"You are not logged in, and do not have the permissions required to create an issue in this project as a guest.

To create an issue first log in or sign up for an account."

Can anyone help?
