How can we export and then import the settings for the plugin "JIRA Email This Issue"?

In a mature environment an organization will have a development environment, a test environment, and a production environment.  (perhaps others as well)

The plugin JIRA Email This Issue has a number of settings.  Once we get it working correctly in one environment how can we export the settings and them import them into another environment?
