How can i change add a child issue to create issues in epic

If by "change" you mean to alternate the wording of the button, then I'm sorry to be the bearer of bad news, but you can't do it. If you mean something else, then please do clarify.

My take on the question (and that is what I looking for is)

- previously (server I guess), when I click to add a child to an epic the 'Create a issue" form would pop up, meaning I could select the issue type and project

- now, it only allows to create ticket on the existing project

Is it possible to change the behaviour of the "add a child issue" and for the (+) signal as will in the ticket to open up Create an Issue form?
