How can I view archived issues in the Backlog?

The admins of one of our projects have manually archived a number of completed issues from the project (I do not know by what method) so they are no longer visible on the backlog.

We would like to know where we can view these archived issues, and who has access to see them.

Project is Team-generated, not confirmed if kanban or scrum.

There is no "archive issue" feature native to Jira Cloud. 

Without knowing the method used to "archive" the issues, we can't provide you with answers to your questions.

For Scrum and Kanban boards there are features that automatically hide completed issues from the display in the boards and the backlogs. This is not really "archiving". If that is what is happening with your issues, you will not be able to view them in the backlog or the board, but you should still be able to find them by using Filters > Advanced Issue Search and searching for the issues in the project.
