How can I use the {expand} macro in JIRA

I know Confluence supports an {expand} macro. Is there a way to have a similar functionality in JIRA?

No. There is no expand macro in JIRA. Have you searched in the Marketplace?

That's what I thought. Unfortunately I haven't found a plugin that achieves the expand functionality I want (plugin has to be Atlassian supported)

a bit late, but wanted to let you (and anyone else stumbling upon this) know that we've developed the Quick Suggest Macros plugin. It adds autocompletion for all existing macros, as well as some additional new macros. One of the new macros is the {expand} macro that you're looking for.
