I have a number of filters which support gadgets in my dashboard. When I retrieve a filter to remember how it works, instead of displaying the text of the filter, I get a long list of numbers like:
issue in (100057,100111,100131,100160,100177,100353,1003902,1005033,1005045,1005224,1005364,
instead of the text of the filter. That doesn't tell me anything about how the filter works. Must I maintain a separate list of my filters?

That sort of conversion happens when a filter is retrieved in the View All Issues screen but the filter itself was created and saved in the Adaptavist Enhanced Search screen. Do you have the ScriptRunner or Enhanced Search app on your Jira instance? They would show up under the Apps menu if you do.
If you do have one of those apps, then you need to go to the Enhanced Search screen to see the original JQL for the filter. The enhanced JQL functionality for that app can't be used/viewed in the View All Issues screen, which is why there is a separate interface for it. When such a filter is viewed in View All Issues, what it is showing is the underlying IDs of the issues that have been collected as part of resolving the enhanced JQL of the filter.
1) When I look at my filters, how can I determine whether it's a filter I can edit in the filter form or whether I'll have to go to ScriptRunner?
2) When I go to ScriptRunner, the left hand panel which loads filters takes FOREVER because my organization has a LOT of filters.
3) When it finally comes up, I can't tell it I want just my filters. The selection capability is VERY poor. Even if I know the filter name from having it fail to display in the filter editor, I can't just get that filter. Why in the WORLD does it display ALL the filters as a default?
4) When I selected "Shared by me first," all I got was 4 filters out of the 20 or so I've shared.
5) The filter search offers search by owner.
6) When I sign on, how can I go to "my questions" from the front page? If I happen to have saved a reply from you, I can use the link in the email but what other way is there to find whatever I've entered?

1. I don't see any identifier in the View All Filters list to tell you that. You can click on any of those filters, though, and by default they will open in the View All Issues screen. If you see numeric IDs in the JQL like you saw in the filter we've been discussing, that is a good indicator that it is a filter that uses ScriptRunner and you'll have to go to the Enhanced Search screen to see the actual JQL.
2) and 3) and 4) I have no comment/work around for those. Those would need to be addressed by Adaptavist, the vendor of the app. If you go to their app listing in the Marketplace and select the Support tab you will find ways to contact them.
5) If you mean that you wish the Enhanced Search screen offered a search by owner, see my previous comment.
