How can I restrict the users/developers to change their role

I set the role "project lead" to a specific user (which of course has more access on the project) but seems that actually any user can make himself project lead. The question is how can I restrict that ? I couldn't find a specific permission for this operation.

This shouldn't be the case, have you added 'jira-users' or any other group containing all the users itself to the permission scheme for 'Administrators' permission?
