I have several projects feeding into one board. I need a quick way of seeing who has access to what project / board, then updating permissions. I recall there used to be a settings button on projects and boards, but its not there any more, and there is nothing in the "project settings" or "board settings" screens relating to permissions or roles.

the steps it outlines do not match what I see in JIRA (no settings icon). I note that I am an admin of all the projects and boards I look after, but I am not an overall JIRA admin.
and before someone suggests a third party addon - no, I am not going to get permission from the IT security team to install anything new.

The short answer here is there is no quick way to do what you want, given you are only allocated Project Admin permissions.
The article that you referenced is about managing permission schemes. That is functionality available only to Jira Product Administrators.
However as a Project Administrator you should be able to see the information in the Permission Scheme associated to your project. Navigate to Project Settings, then Permissions. That will show you which Permission Scheme is associated to your project and the configuration of that Permission Scheme. The Browse Projects permission is the one that makes a project visible to users.
There are two topics here:
1. Determining if a user has access to an agile board.
2. Determining if a user has access to a project.
For #1 there are two items to check:
1. Has the filter for the board (and any filters that filter references) been shared with the user?
2. Has the user been granted Browse Projects permission for all the projects referenced by the board's filter?
Without Jira Product Administrator access, you options to "quickly" figure this out are limited.
If you own or are an editor of the board's filter, you can review the Shares for the filter. Filters can be shared with projects, project roles, user groups, and individual users.
There is no functionality available to non-Jira Administrators to review members of user groups.
If you are the administrator of the project(s), you can check who has been granted access to the project and assigned the project roles by going to Project Settings, then People. However, since project roles can be assigned to user groups, you may again hit a dead end here if a user's access has been granted via user group membership.
A Jira Product Administrator has access to a feature called Permissions Helper which would allow them to select a user and a project and a permissions and find out if the users has that permission for that project. Unfortunately that feature is not available to Project Admins.
So, without Jira Product Administrator permissions and without a helpful third party app, there is no quick solution.

at the moment I am getting around this issue by making all users a board admin to ensure they can access the things they need, which is less then ideal. behind the scenes my organization seems to have a complex role structure which means different users have different access issues to the same project.
I understand that without product admin permissions I am going to struggle, but at the start of your instructions you mention going to project or board settings, then clicking permissions - this does not appear at all for me, but its a piece of advice that shows up online over and over again.
is this a recently removed feature or am I looking in the wrong place?

"Project Settings" will appear for you only in projects where you have the Administer Project permission. If you don't have the Administer Project permission for the project, you won't be able to access the information about project roles or permissions
I did not say there was a Permissions option when you access a board's configuration. From the board configuration you may be able to find information about how the board's filter has been shared.

asking what might be a very obvious question - when I create a project, do I not get the "administer project" permission for that project? I am showing up in the configuration screen as a project admin, but I still do not see an option for project settings anywhere.

How are you creating the projects?
Company Managed projects can be created only by Jira Admins, unless a third party app or other custom integration has been implemented.
Can you provide the steps you execute and screen images showing your process for creating a project?
Without customizations non-Jira Admins might be given permission to create Team Managed projects.
Without more details about how you are creating projects I can't hypothesize about why you would not have the Administer Project permission, but it is possible that some process is in place to prevent or undo the granting of Administer Project permissions.

I previously had JIRA admin status - due to a new risk policies this has been removed from all users save a few in the IT team.
I have a number of company managed projects I created when I had the admin privilege, which are the ones I am working with at the moment.
the steps used were - top left from any screen in JIRA - Projects drop down > Create projects > software development template > Scrum > Use template > Select a company managed project (right now that last button is greyed out, I need to ask one of our admins to create company managed projects now)

Creating a project as a Jira Administrator does not necessarily assign the creator to the a role that has the Administer Project permission. Possibly the creator may be assigned to the Administrator role in the project. In Company Managed projects the Permission Scheme can be modified to change the roles/groups to whom the permission is allocated, and role and group memberships can be changed. There is no guarantee that you remained in a project role or user group that has the permission
You will need to work with the IT team members who retain Jira Admin permissions to get help reviewing the configurations for your projects, since you don't have the necessary permissions
