but I was referring to closing sessions of other users, for example users of X group

Ok, that's not what you asked, but it clarifies the question.  You can't log other people out of Jira, but you can change their permissions - if, for example, you remove Bob from the admin group(s), that will take effect immediately - Bob will not be able to do any admin changes from the second you remove them from the group.  Doesn't matter if Bob is logged in or not.  Equally, removing Bob from "product access" kills off all their access instantly.
