How can I lock issues once they are finalized and make them read-only for users?

We have finalized the requirements for our project and want to lock down this issue type so that they are read-only and cannot be edited. Any suggestions on how to do this?

Joe's advice is good for individual issues that reach a certain status (we use this tactic), but it sounds like you may be talking about an entire project, in which case changing the project's permission scheme or the its Users and Roles section may be more appropriate.
