How can I create a custom project templates and workflow on Jira?

You cannot add a template to the list you see when you create a project.
You can set up Schemes (field configuration, workflow, screen, issue type, etc.) for a Company Managed project. When you create a new Company Managed project, at the point where you enter the project name and key you can elect to "Share settings with an existing project" (see below). This will set up your new Company Managed project to use the same schemes as an existing project that you specify.
(Note the option is disabled in my screen image because I use the Free version and the option is available only for paid subscriptions.)
This option is not available for Team Managed projects.

It depends on exactly what you expect to include in your project template, and what other features are required to "solve" your need.
Using Delegated Project Creator for Jira does give you the ability to create a "template" that includes the Schemes you want for your Company Managed projects, without have to assign them to an actual project. This "template" does not appear in the project templates list you see from the built-in Create Project option.
It also does not appear to support a "template" for a Team Managed type of project. But I have not read all of the documentation to confirm that.

natively it is not possible to add custom project templates. You either can go with the native option of creation projects with the 'share settings with existing project' checkbox.
Or if you are up for it look into addons like our 'Project Templates for Jira'.
Unlike the native 'share settings' checkbox, the app includes multiple additional functionality like cloning components, versions, project role assignment and creating basic boards & predefined issues.
It also allows non-admins to create projects based on specific projects. Making it easier than the checkbox to find the right template project.
