I want to add on the screen "create issue" a dynamic search for related ticked having relation with the name indicated on the subject of the request ;

Do you want only to see the related issues on the creation screen, or also after the issue has been created?
May I ask what you're trying to achieve?
We just launched a new application, Elements Overview that would answer this use case, once the issue is created. You will be able to retrieve related issues based on the summary (subject) of your request and configure which fields to display.
