Getting an "oops - an error occured...Sorry, we had some technical problems..."

I keep getting an "Oops - an error occurred"

"Sorry, we had some technical problems during your last operation." Each time I try to access my JIRA Boards, these errors occurred. 

I tried to perform a System Re-index because a query based on one of my custom fields would not return the correct results. Each time I performed the re-index, it stated that it was not successful. And now, when I try to access a board this is the error I receive.

Hello @Jason Burns thev following link isn't necessarily your error but I would expect it to work anyway.

Delete the indexes files and run a new reindex (will have to be the one that locks your instance)
