how can i make this happen? Maybe with an additional app?

Are you requesting this for a Jira Service Management project, a Jira Software project or a Jira Work Management project?
For a JSM project you can use the form options ootb, but if you want to use this in JSW/JWM you will need an app like:

i could not find this function.
A workaround with multiple dropdown fields is possible, but then they always appear in the form. but not so that after an input a new field appears

In you Cloud instance go to the Jira service management project you would like to use forms on.
If you are Jira admin or project admin you are able to enter the project settings, there will be an option called forms.
This is the option you would need to select.

. I know where I can find forms and edit + create them. Im looking for that specific possibility WHEN you going to fill out the form not when created.

In form you can create sections.
In a section you can have field options, based on a field input in an earlier field you are able to view the fields in the section.
This is configurable in the section option on the form
