For performance issues what would be the bet ideas 

we are using 7.13 version of jira. Is there any ideas for application wise

• Simplify and housekeep - there's a lot of performance tuning tips out there, but the main things you can do is avoid fielditis (limit the custom fields, resisting "we need a new field" requests, share them as much as possible, and limit their context), share workflows and other configuration, clean out what you're not using.  Archive where possible.  Use roles instead of groups for permission schemes, remove any config you are not using, and try to merge as much as possible
• Upgrade to 8.5 - the update to the Lucene index in 8.0 alone is a huge improvement
• Move to Data Centre so you can balance and optimise load
