You need the "number of attachments" custom field from the jira toolkit plugin. If the field doesn't show up ensure you have associated it with the correct project.
Personally I normally make this a global custom field but don't put it on any screens, so it's only available in the issue navigator (and for searching).
You could write a JQL function for this. If you don't want to do this then there is a plugin you can buy - the JQL Tricks plugin - which has a hasAttachments JQL function in it. There may be others so try searching the Plugin Exchange for JQL and see what you can find.
