What is the best way to have a high-level roadmap of projects we can view, that has all the sub tasks below that are in Jira

We use Jira and Confluence

Seeking something perhaps horizontal with dates or releases, something we can snip into presentations to show progress now and into the future.

Your definition is very vague, but if you wanted a higher level overview of multiple projects' state, then Jira Portfolio is developed for that use case.

Jira has the release hub, which replaced the roadmap gadget. If you want a specialized roadmap tool in Jira, try something like https://marketplace.atlassian.com/plugins/com.arijea.easy-agile-roadmaps/cloud/overview or https://marketplace.atlassian.com/plugins/io.aha.connect/cloud/overview.

There's a range of visualization tools where you can manually draw a roadmap, more so in Confluence, but I'd suggest trying the dedicated tools in Jira first.
